Course Description

This graduate-level course is designed to familiarize students with the basic principles and techniques of human resource management (HRM) for the public sector. The class explores concepts and approaches for planning and implementing effective HRM activities and will cover theories and current practices relating to recruitment, selection, retention, training and development, and appraisal or personnel evaluation. Other topics include building relationships, managing the change process, effective communication skills, leadership, group dynamics, diversity and inclusion, and creating and maintaining a positive environment. Emphasis will be placed on the policies and procedures needed for effective personnel program management. Students will have the opportunity to research and practice problem-solving and leadership skills as applied to human resources. This course illustrates that HRM is more than just accepting employment applications and keeping records; it is a central organizational activity of increasing complexity and importance to public sector effectiveness.
