This course introduces those wishing to craft more effective policies and programs in public and nonprofit organizations. It explores the linkages between public policy and management, including understanding the process of public decision-making in the U.S. and beyond. The meaning of “evidence-based” is considered in applied policy and management contexts, and the implication of differences in evidence type and quality are considered.
The conflicting role of values and evidence in shaping program and policy choices will be conceptualized to appreciate the effect of context in applying evidence to a policy/management problem. Evidence-based policymaking is also not without its critics. However, some point to the need for “evidence-informed” policymaking in recognition that the potential quantity and range of evidence for any decision might be quite large and that other factors—such as politics and stakeholder interests—also play a legitimate role. This course explores the meaning of “evidence-based policymaking,” the value of science in decision-making and its limitations, and ways that individuals and organizations can build capacity in creating “best practices” and develop “evidence-based practices” to improve organizational effectiveness in management settings.
